Our Expertise

CGL provides comprehensive facility maintenance services for the City of Richmond Justice Center, which includes 1,128 inmate beds and all sheriff’s administrative offices. CGL has seven technical personnel on site to perform all maintenance-related activities. CGL also staffs the program with an on-site facility manager and a data clerk to manage the CMMS.

During transition from construction to occupancy, CGL managed the CMMS installation and activation. CGL identified and tagged 482 individual assets and entered all equipment information into the database. CGL programmed the system to deliver preventive maintenance schedules and periodic reports. The Richmond Justice Center’s CMMS helps manage an average of 6,060 maintenance work orders per year. CGL currently performs all preventive maintenance, corrective maintenance, and lifecycle management for all building systems, including HVAC, plumbing, electrical services, electronic locking, fire/life safety, grounds, custodial and more.

CGL also provided Program Management Services during the Justice Center’s construction. The $135 million facility replaced an overcrowded and outdated facility. CGL worked with the architect and the construction manager to ensure the building was completed on time and in budget.

CGL also helped manage the construction of the facility to LEED Gold standards, one of the few jail facilities in the nation to meet such stringent requirements.

Lt. Col. Roy Witham
"I can’t imagine going through a process like this, a large, $130+ million project and not having the confidence of having someone who's been there... We exist daily and participate daily in a very unique partnership here at this facility. I never felt alone. I never felt exposed. I could go back to my sheriff, I could go back to our mayor and provide them a level of confidence because I knew that CGL had our back."
